New Substituion Rule and New Indirect Free Kick Rule - Under 11

US Soccer has published new substitution rules and  a new Indirect Free Kick rule to be applied to Under 11 games and younger for deliberately heading the ball. STYSA our Youth Soccer Association has now adopted this rule as well as US Club and Junior Academy.   In addition Concussion evaluation protocols must be followed by coaches,players, parents and referees. The U-11and younger game rule to be enforced by Referees is as follows:


If in the opinion of the Referee, a player deliberately heads the ball , the game should be stopped and an indirect free kick awarded to the other team at the location of the header. If a defender deliberately headed the ball within the goal area, the indirect free kick is to be taken at the goal area line parallel to the goal line, closest to where the header occurred.  These heading restrictions are based on GAME AGE, not individual player age. If the header is not deemed deliberate by the referee, play continues.
